I'm not getting upgrades via the system upgrade?

Hi,

I haven't gotten a system upgrade since 12.0-Stable. Is this normal? I've tried both the menu pulldown and pkg upgrade and I get 'Everything is up to date'. Am I missing something or is this a bug?

There is no upgrade path to 13.0-stable anymore.
